OData Incubator Group?
W3C Invites Microsoft to Form Incubator Group
The OData project aims to provide ways to unlock data and free it from silos that exist within applications. These include Client Libraries that allow applications to be written with their data exposed via OData. The Open Data Protocol specification is currently available under the Microsoft Open Specification Promise, and defines itself as a part of the Open Data movement.
The W3C invitation points out that Incubator Groups don't produce standards, but that the community can vote whether the OData API should be moved out of Incubation. The blog post concludes by putting out an open call for any APIs concerned with data: “I encourage you to build community support in a W3C Incubator Group.”
